Elizabeth Cox Joins Harbor Care as Behavioral Health Director

Elizabeth Cox, MA, LCMHC, has been appointed Behavioral Health Director of Harbor Care, where she will lead and oversee both Mental Health Services and Substance Use Treatment, including the High Intensity Outpatient Program and Cynthia Day Family Center, the residential program for women, including pregnant and parenting women and their children.

With over 26 years of clinical and administrative experience, Cox has a proven track record of expanding programs, implementing evidence-based practices, and fostering high-performing multidisciplinary teams. Her expertise includes trauma-informed care, cognitive behavioral therapy, and systemic program development, making her an asset to Harbor Care's mission of providing compassionate, client-centered care.

Cox has demonstrated success in building collaborative systems and achieving measurable outcomes in behavioral health. Previously, she served as Director of Mental Health Services at Eliot Community Human Services, overseeing contracts, programs, and more than 700 staff. Her leadership philosophy emphasizes professional development and inclusion, ensuring culturally competent care for diverse populations. Her appointment underscores Harbor Care's commitment to providing comprehensive, effective support to individuals and families in need.
