HUD Regional Administrator David Tille Joins Harbor Care
As many in New Hampshire know, Harbor Care is the state’s largest providers of supports for veterans experiencing homelessness and a leader in integrated care. This month we have added a vital new position — Director of Veteran Services — which continues our investment in housing, services, outreach, and ending veteran homelessness statewide. Former U.S. Department of Housing and Urban Development (HUD) Regional Administrator David Tille has accepted this challenge, and joined Harbor Care as our first Director of Veteran Services.
At HUD, David was responsible for overseeing six states in the New England Region and worked closely with Congress, municipalities, and other stakeholders to create strong, sustainable, inclusive communities and quality affordable homes. He led HUD efforts both regionally and nationally around ending veteran homelessness, focusing on building partnerships with local, state and federal officials, and veteran leaders.
Before serving at HUD, David was the Northeast regional director of the Job Creators Network, a nonpartisan business organization that partners with chambers of commerce, associations and universities around government policies’ impact on economic growth. With an extensive background in public service which includes serving as a senior staff member to three Members of Congress, David’s background also includes experience in non-profit and consulting organizations.
He holds a Bachelor of Arts Degree with a focus in Economics, International Administration, and Political Science; and is an Army Veteran, certified as a Russian linguist by the Defense Language Institute, later serving as a public affairs specialist in the New Hampshire National Guard.
David will lead Harbor Care’s Veterans FIRST programming, serving approximately 450 veterans and their families throughout the state each year. Following a “Housing First” model of care to provide veterans with a unique mix of “veterans helping veterans” housing, employment services, and supportive services, Harbor Care empowers veterans to follow a pathway to success. With five dedicated facilities in Nashua, Manchester, Plymouth, and Claremont, as well as a statewide homeless prevention assistance and rapid rehousing program for at-risk veteran households, Harbor Care is determined to see an effective end to veteran homelessness in the Granite State, a feat it helped achieve and maintain in Nashua for more than four years.
David has an extensive background creating sustainable housing and employment opportunities, and also brings his lived experiences to the position, stating, “I have long admired Harbor Care’s outstanding work supporting our veterans most in need and I am excited to join the Veterans FIRST Harbor Care team. Harbor Care has been a leader in ending homelessness for more than 40 years, and is at the forefront of efforts to end homelessness among our veterans in the Granite State. Working together with our partners, I have no doubt we will effectively end veteran homelessness across New Hampshire.”
